Thiruvananthapuram: Chief Minister Pinarayi Vijayan said in the assembly that it is the policy of the government to fill all the vacancies available within the PSC rank lists and the government, legislators and the Public Service Commission are taking necessary steps for this.
Following the expansion of Covid, PSC was unable to conduct competitive examinations in a timely manner. But it does not affect the reporting of vacancies and the recommendation of appointments. In addition, the CM said in response to PC Vishnunath’s call that the rank lists which expire between 05.02.2021 and 03.08.2021 have been extended to 04.08.2021.
An online system has been set up to report all vacancies accurately and in a timely manner. Administrative Vigilance conducts inspections at various offices to check the accuracy of reporting vacancies. In addition, a committee consisting of the Additional Chief Secretary of the Department of Finance and the Additional Chief Secretary of the Department of Civil Service Reform, under the supervision of the Chief Secretary, to ensure that vacancies are reported accurately.
Formed on 13.02.2021. Strict action will be taken against officials who fail to report vacancies.
During the previous government, more than 20,000 new posts were created in various departments like health and police. From 25.05.2016 to 19.05.2021, PSC published 4,223 rank lists. During the previous UDF rule, only 3418 rank lists were published. During the last LDF government, 1,61,361 appointments were made. The previous UDF government had recommended 1,54,384 appointments, but 4,031 of them were appointed by the LDF government.
Heads of Departments were directed to identify cases where regular promotions were hampered due to seniority dispute and lack of promotion qualifications and report to the Committee chaired by the Chief Secretary. The PSC rank list has temporarily downgraded the posts which are barred from conducting such regular promotions and it has been directed to report such vacancies to PSC.
It is the policy of the government to make appointments through PSC as much as possible. The Task Force has been constituted on 20.10.2020 to include Secretaries of various Departments in Public Sector Undertakings, Boards and Corporations which have not specifically formulated rules or recruitment rules even though the appointments have been left to PSC. The PSC will take steps to resume the PSC examinations and interviews which have been postponed due to the spread of Covid as soon as the intensity of the Covid spread decreases.
